During this review, the DCA will look at your campaign submission to ensure that all campaign details are compliant with CTIA guidelines. If they cannot verify compliance, they will issue a rejection.

🌐 Brand and Website Inconsistencies
The brand must have a working website. Rejections in this category often occur due to:
- Missing or mismatched website: A website url was not provided or the website url does not match the Brand.
- Website issues: The website url provided is inactive or broken.
✍️ Non-Compliant Opt-In Collection
This is the most frequent source of rejection. Your registration must clearly explain how a user agrees to receive texts. Rejections in this category occur due to:
- Insufficient illustration of a compliant opt-in method: The opt-in details provided do not illustrate how consent is gathered or the method provided is not compliant.
- Missing disclosures: The opt in method provided does not include required opt-in disclosures.
- Violation of consent rules: SMS consent must be optional. Opt in cannot be a requirement or purchase or donation. Purchase or donation cannot be a requirement of opt-in.
🔐 Non-Compliant Privacy Policy
Per CTIA guidelines, message senders must maintain a privacy policy that is easily accessed by the consumer and protects mobile data. Rejections in this category often occur due to:
- Missing or broken links: The policy is missing or the url does not work.
- Non-compliant data sharing: The policy allows for the sharing or selling of SMS data and/or mobile opt-in with third parties for marketing purposes.
📱Non-Compliant Sample Messages
Sample messages must contain specific information that provides the contact with a clear picture of who is texting them and how they can opt out. Rejections in this category occur due to:
- Missing brand identification: The brand name is not included in the sample messages.
- Missing opt-out details: The sample messages do not provide information on how a contact can unsubscribe. (e.g., “Reply STOP to opt out”).
- Use case inconsistency: Sample messages provided do not align with the selected use case (e.g., if you select "Charity," your messages shouldn't look like "Appointment Reminders").
🚫 Content Violations
Certain types of content are disallowed on 10DLC entirely. Rejections in this category are often due to:
- SHAFT violations: The campaign description or sample messages contain "SHAFT" content (Sex, Hate, Alcohol, Firearms, Tobacco/Cannabis)
- High-risk content: The campaign description or sample messages involve high-risk financial services like affiliate marketing or debt lending.
