10DLC limits the number of phone numbers that can be provisioned to each individual TCR campaign at a given time. Since each Hustle group and inbox is assigned a unique number, you may not be able to send traffic from all of your Hustle numbers at the same time.
This article details how admins can manage their group and inbox phone numbers to comply with 10DLC limits and standards.
Important Note: Goals cannot be launched from a group or inbox until TCR association processing is complete. When complete, the processing banner will disappear from the group.

How many phone numbers can I use?
To send messages through 10DLC, Hustle groups and inboxes need to be associated with a TCR Campaign and each TCR Campaign can only be associated with up to 49 phone numbers at a time.

What happens if the limit of numbers is reached?
If an admin tries to apply a TCR Campaign to more than 49 groups or inboxes at a time, they’ll encounter a message stating the campaign is using too many phone numbers to send messages.
If a campaign is close to the limit when an admin attempts to apply a TCR campaign to a group, they may receive a processing has failed banner on a group or inbox.
If the 49 sending phone number limit is reached, we recommend Admins do one of the following:
- Use an existing group to send messages from.
- Remove the TCR campaign from another existing group that is not actively sending messages to free up a slot.

Archive any groups that are using the TCR campaign that you no longer need; archiving a group removes the TCR campaign and frees up the number being used. For steps on how to archive groups, see How do I archive a group?
How do I use fewer phone numbers?
In addition to keeping you under the 49 phone number limit, reducing the number of numbers you text from keeps your threads consistent and makes your organization more recognizable to your audience. Here are the two best ways to streamline your messaging:
- Reuse your groups: Instead of creating a new group for every goal or audience segment, we recommend reusing larger groups and segmenting the audience as needed. This keeps conversation history in a single thread for each recipient. You can use our targeting filters to segment the contacts within your groups, allowing you to use one group for many audiences! - Messaging from the inbox using Broadcast Goals: Messaging from your inbox is the best way to consolidate outbound communication. This allows you to message all of your contacts from the same number while still targeting specific audience segments for each Broadcast goal.
How do I apply a TCR campaign to a Group?
To apply a TCR campaign to a Hustle group:
- Navigate to your Hustle organization.

Click Groups and click on the name of the group you want to apply a TCR campaign to.
- Click Group Settings > TCR.

Click the dropdown menu under TCR Campaign.

Only Approved campaigns will be available for selection. Choose the TCR campaign that best describes the messages that the group will send > Save.
- After applying the TCR campaign, you will see a banner that the TCR campaign is processing. This process generally takes between 10 minutes and three hours due to carrier approvals.
- When complete, the processing banner will disappear from the group. Refresh your group for updates, and contact support@hustle.com if there are any issues. Once applied, the group will appear with the TCR campaign applied on the Manage Groups page:
How do I remove a TCR campaign from a Group?
To remove a TCR campaign from a group:
- Navigate to your Hustle organization.

Click Groups and click on the name of the group you want to remove a TCR campaign from.
- Click Group Settings > TCR.

In the drop-down menu under TCR Campaign, click X > Save.

The TCR campaign will be removed. The page will refresh with a message noting that the group isn't associated with a TCR campaign.
- The group will appear without a TCR campaign on the Manage Groups page:

How do I apply a TCR campaign to an Inbox?
Approved TCR campaigns will be available to apply to inboxes for use in Broadcast and Dialer goals. To apply a campaign to an inbox:
- Navigate to your Hustle Organization Settings by clicking Settings in the left menu.
- Click the Inboxes tab.
- Next to the correct inbox, click the "..." More options > Edit.
- Select the TCR campaign then click Save to apply. The inbox will show a Processing banner until the association is complete.
How do I remove a TCR campaign from an Inbox?
To remove a TCR campaign from an Inbox:
- Navigate to your Hustle Organization Settings by clicking Settings in the left menu.

Click the Inboxes tab.
- Next to the correct inbox, click the "..." More options > Edit.
- Select the TCR campaign then click the X next to the TCR campaign > click Save to apply. This will remove the TCR selection from that inbox.
Frequently asked questions
Why can't I apply a TCR campaign?
Only Approved campaigns can be applied to groups. If you see a Pending, Rejected, or Expired status please proceed to the section below. Otherwise, with an approved campaign, there are a few reasons why admins might not be able to apply a TCR campaign to a group:
- The user is a Manager: Managers do not have permission to apply, remove or otherwise edit TCR Campaigns on groups they have access to.
- The TCR campaign has reached its phone limit: TCR Campaigns can only be associated with up to 49 phone numbers to send messages from. For more information, see How do I manage phone numbers with 10DLC?
- The campaign is not yet approved: The campaign is still being reviewed by the TCR and Vetting partners. If registration has been pending for more than 5 business days, contact support at support@hustle.com.
- The campaign is expired: If your Campaign is Expired, this indicates that the Brand is using an expired Campaign Verify token. After getting a new Campaign Verify token, the Brand in Hustle will need to be edited and updated with the new token. Then, admins can recreate expired campaigns right from the Compliance page by clicking the Recreate button next to the campaign 🙌
- The campaign is rejected: If your Campaign is in Rejected status, this means there was something wrong with your campaign submission and it will not be available to use for messaging. Only Specific organizations have access: The account's settings are configured so only specified organizations have access to TCR campaigns created at the account level. Account admins can:
- Grant the individual organization access to account-level brands. For more information, see Who can register for 10DLC with Hustle?
- Check All organizations so every organization in the account has access to TCR campaigns created by account admins at the account-level.
What if the TCR Campaign Processing has Failed?
If your group or inbox shows a banner message that the TCR processing has failed, this indicates there was a problem trying to associate your TCR campaign with that specific phone number.
🆘 Processing Failed? Check these 2 things:
The 49 Limit: Check the Assigned Phone Numbers column on your TCR Compliance page. Is this campaign already assigned to 49 other groups or inboxes?
Recent Activity: If you recently added/removed this campaign from groups or inboxes multiple times in a short time, the system may still be updating. Wait 10-30 minutes for the system to catch up.
How to resolve a failure:
- Free up a slot: If a campaign is at or close to 49, we recommend removing it from any groups or inboxes you are not currently using for messaging.
- Wait for the dissociation to complete: Once you've removed the campaign from groups / inboxes, wait several minutes for the campaign dissociation to complete.
- Re-apply: Re-apply the campaign to the desired group or inbox. After reapplying, the processing banner will again appear on the group, and the association should complete within normal timelines, generally several hours.

Can managers apply campaigns?
